The Congressional Budget Office is a small nonpartisan agency that provides economic, policy, and budgetary analysis to the Congress. The Health, Retirement, and Long-Term Analysis Division (HRLD) is seeking a health economist to contribute to a variety of projects, analyses, and modeling.

HRLD’s recently completed work includes multiple analyses of the effects of the Affordable Care Act (ACA) on insurance coverage and federal health care spending, analyses of the effects on coverage and spending if the ACA’s provisions were changed, long-term projections of spending in federal health care programs, and an analysis of illustrative options for converting Medicare into a “premium support” system. Ongoing work includes studies on a broad range of topics, such as single-payer systems, the Medicare Advantage program, preventative health programs, populations served by both Medicare and Medicaid, prescription drugs, and factors affecting the prices of medical care. The successful candidate will contribute to developing new studies and to designing and improving the state-of-the-art analytical models that underlie them. Analysts are also encouraged to turn projects and independent research into CBO working papers and outside publications.

Applicants must have a Ph.D. in economics or a related discipline, or a master’s degree in those disciplines along with at least three years of relevant experience. In addition, applicants should have experience in health policy analysis, either as a student or through employment.
